A time-limited program aimed at keeping downtown visits feasible during major construction

A new parking pilot in downtown Austin is offering visitors free, validated garage parking tied to purchases at a set of participating businesses. The initiative, branded as the “Downtown Patron Parking Pilot,” is structured around two City-owned garages historically used by Austin Convention Center visitors: the Second Street Garage (201 E. Second St.) and the Fifth Street Garage (601 E. Fifth St.).

The pilot runs for roughly 10 weeks and is scheduled to continue through the end of April 2026. It is designed to support access to nearby businesses while the Austin Convention Center site remains in redevelopment, a multiyear project expected to extend through 2028 with reopening targeted in 2029.

How the pilot works: two hours free, then discounted parking in defined time windows

Under the pilot, customers who patronize participating venues can receive validation for up to two hours of free parking at the Second Street and Fifth Street garages. For longer visits, the program provides discounted parking after the initial free period.

Eligibility is limited to certain days and times:

  • Sunday through Thursday: validation available all day
  • Friday and Saturday: validation available until 4 p.m.

The program is structured as a purchase-linked benefit: visitors must patronize a participating business to receive the parking validation associated with the pilot.

Participating businesses span nightlife, dining, and live entertainment

The initial roster of participating locations includes venues in the downtown core that depend heavily on evening and weekend foot traffic. The list includes:

  • El Cockfight
  • Elephant Room
  • The Creek and The Cave
  • HokkaiSan

How it fits into Austin’s broader parking landscape

The pilot adds a garage-focused option to a downtown parking system that already includes metered on-street spaces with variable enforcement by day of week, as well as app-based payments. Separately, the City of Austin also operates an “Affordable Parking Program” that offers low-cost monthly garage passes geared toward workers, including service and entertainment employees with off-peak access windows.

The pilot centers on short-term visitors: it is structured around validation tied to a downtown purchase and capped free time, rather than monthly commuter parking.

With the Convention Center redevelopment reshaping travel patterns downtown, the pilot’s practical impact will be measured by whether it reduces the perceived friction of driving into the core—particularly for patrons attending shows, dining out, or making evening visits within the program’s eligible hours.
